Rooted water hyacinth (Eichhornia azurea) is listed both as a federal noxious weed and a Florida Department of Agriculture and Consumer Services (FDACS) noxious weed. Eichhornia crassipes is listed as a state noxious weed. 

Pursuant to Section 581.145, Florida Statutes, aquatic plant nurseries may apply for a special permit to possess water hyacinth plants for the purpose of export outside of the state of Florida only.

How to Obtain a Permit

1.  Register as a nursery with the FDACS Division of Plant Industry.
2.  Apply for a collection permit using the information provided on the Arthropod, Plant and Plant Pest Movement Permit page.
3.  Request the Compliance Agreement for Water Hyacinth and submit it to the Division of Plant Industry. This compliance agreement is available from your local plant inspector.

Note: If you plan to export rooted water hyacinth (Eichhornia azurea) from Florida to another state, you must obtain a federal permit for interstate movement using the Application for Permit to Move Live Plant Pests or Noxious Weeds.
