The Citrus Budwood Program was established in 1953 and became mandatory for all propagation of citrus in 1997. The objective of this program is to assist growers and nurserymen in the production of horticulturally superior citrus nursery stock that is believed to be free of viruses and other graft-transmissible diseases.
Budwood is currently being distributed only to registered nurseries in Florida.

Foundation Groves
- Chiefland Budwood Foundation: The Chiefland Budwood Foundation is the repository for all of the citrus in the state of Florida. It was constructed in 2006 and has expanded three times to accommodate all the new varieties. This facility is the source for all clean citrus stock in the state.
- LaCrosse Citrus Repository: The LaCrosse Citrus Repository was dedicated in 2009 and is designed to accept citrus varieties from all around the country and the world. The budwood is brought to the facility and goes through the cleanup process to ensure that no new diseases are introduced to the state. After cleanup, the new varieties are released to the Chiefland Budwood Foundation.
