In Florida, The Emergency Food Assistance Program (TEFAP) is administered by the Florida Department of Agriculture and Consumer Services. The program operates statewide, reaching all 67 counties through a network of contracted Recipient Agencies (RAs), which are responsible for distributing TEFAP food and/or funds within their assigned counties.

To be eligible to receive TEFAP foods, an organization:

• Must be public or, if private, must possess tax-exempt status pursuant to the Internal Revenue Code (if it does not have a letter of tax exemption from the Internal Revenue Service, it must be automatically tax exempt as “organized or operated exclusively for religious purposes” under the Internal Revenue Code);
• Must not be a penal institution; and 
• Must provide food assistance exclusively to needy persons for household consumption or predominantly to needy persons in the form of prepared meals.
