The Florida Department of Agriculture and Consumer Services (FDACS) is responsible for licensing individuals and businesses that sell, transport, dispense or store liquefied petroleum (LP) gas and that manufacture, install, service or repair LP gas containers, systems or appliances. FDACS inspects facilities where LP gas is sold or stored and investigates accidents involving LP gas or equipment. 

Marketing Orders

The Commissioner of Agriculture is authorized to issue marketing orders in order to accomplish the objectives and purposes of the Florida Propane Gas Education, Safety and Research Act [ pdf 139.5 kB ] . Marketing orders prescribe rules governing the distribution and handling of propane gas in Florida. 

Licenses for Selling Propane (May Include Other Activities)

Find information about the licensing requirements for various liquefied petroleum (LP) gas activities in the state of Florida.

Effective July 1, 2024: To apply for certification as a Category I Dealer/RV Dealer or Category V Installer Qualifier, each applicant must have a minimum of one year of verifiable LP gas experience or hold a professional certification by an LP gas manufacturer immediately preceding submission of the application.

Category I LP Gas Dealer (LG)

Activities IncludedSelling LP gas; exchanging cylinders; selling or leasing LP gas appliances or equipment; installing, servicing, designing and repairing LP gas appliances and equipment; selling and installing carburation equipment; requalifying cylinders.
Registration FeesOne-year license: $400; two-year license: $800; three-year license: $1,200
Other Requirements

Must provide proof of $1 million (minimum) bodily injury and property damage liability insurance covering the products and operations of the business; must pass state-administered examination; must provide proof of construction of an 18,000-gallon water capacity bulk plant as applicable; must provide proof of registration of all vehicles used to transport LP gas. Must maintain and identify to FDACS one master qualifier who is a full-time employee at the licensed location. 

A dealer license can have one licensed location and may include up to two remote bulk storage locations. Remote bulk storage locations must be located within 75 miles of the licensed location and cannot be open to the public. Note: The licensed location will require a master qualifier, and each bulk storage location will require a qualifier.

Activities IncludedOperating an LP gas dispensing unit to serve the consumer for industrial, commercial or domestic use; selling or leasing LP gas appliances or equipment; installing, servicing or repairing recreational vehicle LP gas appliances and equipment.
Registration FeesOne-year license: $400; two-year license: $800; three-year license: $1,200
Other RequirementsMust provide proof of $1 million (minimum) bodily injury and property damage liability insurance covering the products and operations of the business. Must pass state-administered examination; must maintain and identify to FDACS one master qualifier who is a full-time employee at the licensed location.

Activities IncludedOperating an LP gas dispensing unit for serving liquid product to the consumer; includes sales of appliances and equipment.

Other RequirementsMust provide proof of  $1 million (minimum) bodily injury and property damage liability insurance covering the products and operations of the business; must pass state-administered examination.

Category III LP Gas Cylinder Exchange Operator (LX)

Activities IncludedOperating a cylinder exchange unit (where filled propane cylinders are stored while awaiting sale or being offered in exchange for empty cylinders).

Other RequirementsMust provide proof of $300,000 (minimum) bodily injury and property damage liability insurance covering the products and operations of the business.

Licenses for Installation, Service and Repair Work (No Sale of Propane)

Category V LP Gas Installer (LI)

Activities IncludedInstalling, servicing, designing, modifying, altering or repairing apparatus, piping, tubing, appliances, equipment and LP gas storage tanks. This license includes the activities of selling or leasing of said equipment for the use of liquefied petroleum or natural gas.
Registration FeesOne-year license: $200; two-year license: $400; three-year license: $600
Other RequirementsMust provide proof of $1 million (minimum) bodily injury and property damage liability insurance covering the products and operations of the business; must pass state-administered examination. Must maintain and identify to FDACS one master qualifier who is a full-time employee at the licensed location.

Category VI Miscellaneous Operator (LM)

Activities IncludedManufacturing and/or selling LP gas appliances and equipment; fabricating, repairing and testing vehicles and cargo tanks; requalifying LP gas cylinders; operating pipeline systems.
Registration FeesOne-year license: $200; two-year license: $400; three-year license: $600
Other RequirementsMust provide proof of $1 million (minimum) bodily injury and property damage liability insurance covering the products and operations of the business. Check with the U.S. Department of Transportation for additional requirements.

Military Fee Waiver Request

Active-duty military, honorably discharged veterans, military spouses or surviving spouses may be eligible for a waiver of the initial or renewal registration fee. 

Applicants must meet the licensing requirements of the specific industry and must submit FDACS-10991, Military Fee Waiver Request [ Adobe PDF Document ]. The waiver request and required supporting documentation must be submitted at the time the applicant submits the registration application. This waiver does not include examination fees or other incidental fees
