What Is Water Spinach?

Water spinach (Ipomoea aquatica) is listed as a Class I prohibited aquatic plant by the Florida Department of Agriculture and Consumer Services (FDACS) and is on the Federal Noxious Weed List. 

Who Needs a Permit?

As stated in Section 581.145, Florida Statutes, and Rule 5B-64, Florida Administrative Code, individuals or entities engaging in the transportation, collection, or possession of plant species listed as Class I prohibited aquatic plants must obtain a permit. Non-nursery cultivation of water spinach may occur for the sole purpose of export (shipping out of Florida). Selling and distributing water spinach within the state of Florida is prohibited.

2. Email a signed application to DPI-Permits@FDACS.gov or mail a paper copy of the form to: Division of Plant Industry — Permit Section, P.O. Box 147100, Gainesville, FL 32614-7100.
